Alvarez & Associates management team has been providing systems support services to the Federal Aviation Agency (FAA) for more than three decades. Because of this our organization has unparalleled knowledge and understanding of the overall mission and goals of the FAA (enhancement of aviation safety, aerospace system capacity, security, efficiency, etc.) and of its existing policies, procedures and capabilities.

Navigation Aids (AJA)
Ground based navigation and landing aids and related sensors provide pilots and air traffic controllers with access to critical flight operations information and status for approach, landing and surface movement of aircraft and moving objects on the airfield. In a major integration effort, Alvarez & Associates provides the FAA with engineering, technical, and program management support in development and implementation of a new navigation control and interlock equipment system. This consolidates multiple displays into a single multi-functional display in the air traffic control tower to provide controllers with the status of instrument landing system and approach and runway lighting status. In addition, under a separate effort, we provide air traffic expertise for facility siting analyses, access, acceptance, and reporting for a new FAA low-cost surface detection system for small and medium airports.
Facilities Security Risk Management (FSRM)
The FSRM Program began in 1999 as a result of a presidential order to protect all government employees from terrorist threat. The mandate for FSRM is to provide physical protection in the form of fencing, lighting, access control systems, and surveillance systems at all staffed FAA facilities. The FSRM Program has completed security upgrades and installations at over 800 of 1100 facilities and is currently implementing upgrades to several major facilities. The program has been baselined at $334.9M and has expended nearly $200M. Completion of all facility upgrades is planned for 2014.
Air Traffic Airspace and Operations Requirements (ATO-T)
As a subcontractor to ITT, Alvarez & Associates is tasked to provide technical, engineering, analytical and program management support to the FAA Terminal Operations function. This support includes a broad range of labor categories in support to all air traffic terminal operations organizations, including logistics, engineering, human factors, air traffic control, risk management and program management. Alvarez & Associates is principally tasked to support the logistics and air traffic elements of the terminal operations directorate.
Our Alvarez & Associates Senior Consultants and formerly retired FAA Senior Executives and Managers from the Air Traffic Service, provide depth to the company in a wide range of Air Traffic Management, Requirements, Airport Design, Runway Safety, Large TRACON Consolidation, ATCT, TRACON, ARTCC, Oceanic Operations, ATCCC Operations (Flow Control), Collaborative Decision Making, Free Flight, Resource Management, Systems Effectiveness, Airspace Design, and ATCT Simulation, among other Air Traffic disciplines.
Airport Planning and Development
Previously completed contracts at Miami and Sarasota-Bradenton have focused on airport master plan development, airports funding requirements, justification, and approval, airport facilities location planning, more efficient use of airspace to provide modifications to better manage traffic to alleviate noise. These planning and development activities have effectively leveraged our extensive air traffic and airways facilities expertise.
Airport and Aviation Safety and Security
Alvarez & Associates has supported the Joint Planning & Development Office since its earliest days in 2002, as a member of its Aviation Security element. The JPDO and the Aviation Security Working Group is a multi-agency organization, principally FAA, NASA, DoD, DOC, DOT and the Office of Science & Technology, with the responsibility of providing planning for the air transportation system of 2025. This program is the Congressionally directed Next Generation Air Transportation System, more commonly referred to as NextGen. Alvarez & Associates efforts have been primarily directed at the airport personnel security check point and baggage handling requirements and effectiveness, having recently completed a contract on developing the design of the passenger check point.
Next Generation Air Transportation Systems (NextGen)
Alvarez & Associates is subcontractor to ITT on the recently awarded a $1.4 B contract from the FAA for System Engineering 2020. The contract is to provide research and mission analyses, and engineering support in developing components of future NextGen air traffic control systems concepts and requirements. The Alvarez & Associates role has been designated to provide requirements engineering and air traffic control subject matter expertise for rules and procedures, airspace design analyses, navigation and landing systems engineering, airways facilities security and risk assessment, and logistics support.
Electronic FAA Accelerated and Simplified Tasks (eFast)
As a certified 100% SDVO teammate of the prime contractor, CGH Technologies, A&A has been qualified as a support contractor on the recently awarded eFast contract. This eFast vehicle provides FAA and other agencies with a blanket purchase agreement for federal professional support services from disadvantaged small businesses and Service Disabled Veteran Owned companies. Services offered by the $7 year $2B contract include technical and scientific expertise, analyses, and studies, professional management and administration, and advisory and assistance services. This contract vehicle is available to support a wide range of aviation needs, including NextGen.
Integrated Logistics Support (ILS)
Alvarez & Associates personnel supported the surveillance product teams from 1993 to 2006 beginning with the Surveillance Technical Assistance Contract (SURTAC), the BAE Engineering Support
Services Area (ESSA) contract for surveillance systems and continued logistics support on the Northrop Grumman ESSA effort for weather programs.
Alvarez & Associates has been a leader in NAILS (National Airspace Integrated Logistics Support) for many years and has provided life cycle and logistics support to such programs as AAS, ARSR-4, ASDE-3, AMASS, TAIU, PRM, ATCBI-6, ASDE-X and ITWS. We use this expertise to assist in the development of Statements of Work, review of contractor’s proposals, evaluate contractor deliverables, analyze life cycle support of systems, estimate logistics costs, provide recommendations during the provisioning process, and provide assistance to the program manager.
Global Positioning System (GPS) Monitoring Program
Alvarez & Associates has been working with the Federal Aviation Administration (FAA) in developing Program Management documentation for the GPS. This documentation will be used for budget
and program justification to senior management in the FAA, Department of Transportation, Office of Management and Budget, and Congressional committees.
A draft Program Management Plan has been developed identifying roles and responsibilities of FAA groups and individuals. This document will be used to brief upper level management and will serve as a baseline for future activities.
A draft Memorandum of Agreement is being developed between the Department of Transportation (DOT) (FAA); the DOT Research and Innovative Technology Administration (RITA); and the Department of Defense, Assistant Secretary of Defense for Networks and Information Integration (ASD)(NII) for the Coordination, Planning, Development, and Acquisition for the Civil Monitoring Requirements in modernizing the Global Positioning System. This document will identify roles, responsibilities, and funding sources for the continued modernization of the GPS.
